Tammi Fleming, PhD, CHES


Dr. Tammi Fleming is the founder and CEO of Diamond Consultants, LLC. Tammi is a leadership consultant, facilitator, and executive coach. She has an extensive background in program planning, curriculum design, and managing long range projects. She is an analytical and conceptual thinker who effectively partners with mid to executive level managers.  

Dr. Fleming currently serves as the Infrastructure Invest Equity Fellow at the U.S. Department of Labor, through her role as an appointee of the Biden-Harris Administration. In this capacity, she is supporting city and county leaders on how to implement/maximize the $2 trillion in infrastructure investments. The goal is to ensure that these dollars create good jobs, worker voice and equity.

She previously served as a Senior Associate at The Annie E. Casey Foundation in Baltimore, MD. Tammi’s work at the foundation was focused on preventing untimely pregnancies in youth and young adults and supporting the developmental needs and networks of supports for young parents.

Prior to coming to the Foundation, Tammi was the Director of the Plain Talk National Replication Center at Public Health Management Corporation in Philadelphia, PA. Tammi served in a similar capacity at Public/Private Ventures. Dr. Fleming’s career expands over 25 years from her work as a community organizer in New Orleans, to her work developing and implementing multiple community-based health and social service initiatives. Tammi has received numerous awards for her work as a community organizer and public health practitioner. Tammi possesses an extensive training and facilitation background.  

Additionally, Dr. Fleming possesses an extensive array of skills- including as a trainer and facilitator, and is currently on track for Executive Coaching certification from International Coaching Federation. Tammi holds a Master of Public Health from Tulane University with a dual concentration in Maternal Child Health and Health Education and Communication. Dr. Fleming earned her doctorate in Public Health from Walden University. Her dissertation research focused on examining the role of Structural Fidelity in Replication Outcomes of Evidence-based Programs.
