Description
The workshop will introduce participants to the Results-Based Accountability™ (RBA) framework. Participants will learn the concepts of RBA and how it is applied to improve the management of programs, agencies, and service systems. The workshop includes hands-on exercises to help participants identify performance indicators and measures to a Turning the Curve exercise for both Population Performance and for Program/Service Performance.
Instructor
Dr. Tammi Fleming is the founder and CEO of Diamond Consultants, LLC. Tammi is a leadership consultant, facilitator, and executive coach. She has an extensive background in program planning, curriculum design, and managing long range projects. She is an analytical and conceptual thinker who effectively partners with mid to executive level managers.
Dr. Fleming currently serves as the Infrastructure Invest Equity Fellow at the U.S. Department of Labor, through her role as an appointee of the Biden-Harris Administration. In this capacity, she is supporting city and county leaders on how to implement/maximize the $2 trillion in infrastructure investments. The goal is to ensure that these dollars create good jobs, worker voice and equity.
She previously served as a Senior Associate at The Annie E. Casey Foundation in Baltimore, MD. Tammi’s work at the foundation was focused on preventing untimely pregnancies in youth and young adults and supporting the developmental needs and networks of supports for young parents.
Prior to coming to the Foundation, Tammi was the Director of the Plain Talk National Replication Center at Public Health Management Corporation in Philadelphia, PA. Tammi served in a similar capacity at Public/Private Ventures. Dr. Fleming’s career expands over 25 years from her work as a community organizer in New Orleans, to her work developing and implementing multiple community-based health and social service initiatives. Tammi has received numerous awards for her work as a community organizer and public health practitioner. Tammi possesses an extensive training and facilitation background.
Additionally, Dr. Fleming possesses an extensive array of skills- including as a trainer and facilitator, and is currently on track for Executive Coaching certification from International Coaching Federation. Tammi holds a Master of Public Health from Tulane University with a dual concentration in Maternal Child Health and Health Education and Communication. Dr. Fleming earned her doctorate in Public Health from Walden University. Her dissertation research focused on examining the role of Structural Fidelity in Replication Outcomes of Evidence-based Programs.
Regina Salliey Cooper is the founding principal of R. Salliey Philanthropic Advisors, whose mission is to make life better for others through philanthropy. She is also co-creator of Black Girls Global Exchange, a global ambassador program for middle and high school girls in the United States, Eswatini and South Africa. Prior to diving into the world of social entrepreneurship, Regina worked as a Program Associate in the Center for Community and Economic Opportunity at the Annie E. Casey Foundation in Baltimore. In this role, she led the Foundation’s financial coaching work designed to help people improve their financial capability, and also co-managed the Youth Family Economic Success portfolio to improve pathways to opportunity (specifically postsecondary success) for youth, ages 16-24, who are disconnected from school and work. Before Annie E. Casey Foundation, she oversaw food & nutrition, victim services, fatherhood, and homeless & transitional services programs at the Maryland Department of Human Resources.
Regina holds a Master of Social Work degree from the University of Maryland School of Social Work, where she serves as Adjunct Faculty. She sits on several Boards of Directors, and is a member of Delta Sigma Theta Sorority, Inc. A Baltimore native, Regina is one of four daughters, and a proud wife and mother.

LEARNING OBJECTIVES:
Upon the completion of this workshop, participants will be able to:
Day 1
1. Establish a common language around the basic concepts and terms related to Results Based Accountability (RBA);
2. Understand how to use person-role-system as a leadership and; and
3. Learn and apply key RBA concepts and tools.
Day 2
1. Distinguish the difference between technical and adaptive leadership;
2. Learn how performance measures can enhance program quality; and
3. Apply skills to outline flow for performance accountability and population accountability.
